Provisional Driving Licence

Hi.

Rose doesn't drive yet, she has made several attempts in Dubai and failed. She will be needing to pass her test in the UK. What documents does she need to have in order to get a provisional licence in the UK? NI number? FLR?

Unfortunately she will not be able to apply online. That's only for UK citizens.
Her passport will need to be submitted to the DVLA in Swansea along with the application.
