Scanned or photocopy???

Hello good day,it's me again and hopefully this will be my last question concerning our application
I told hubby to scan his passport but when he went to the library,staff there told him it's illegal to do so he just photocopy it.is it ok to send photocopy of his passport???or it should be scanned copies???.thank you again for all your help

My husband he sent his scan passport with signature thru dhl and we didnt had any problem.

i submitted scanned and photocopies of all my papers and it seems no problem but make sure its very clear copies
