Do you really need CFO sticker for Spouse Visa

My husband is attending the seminar today at CFO Cebu and apparently you can't get the CFO sticker until the validity start of the visa. Now the problem is, he's leaving on the day the of the validity start and a morning flight as well. Do you think he'll be able to come without the sticker? He' had the seminar though. Thanks

I stand to be corrected, but I think that as long as he gets the Seminar Certificate it might be possible to have the passport sticker/stamp at NAIA airport.
