There were probably 1.5 million homes which did not return a census form, and 3.5 million people who were not recorded on the missing forms. If you are wondering where the wave of prosecutions brought by the fabled census police went, there weren’t any. Well, there were 200, which makes you wonder how they picked on 200 unfortunates to persecute out of so many.
