I just Googled "Spain - Immigration" loking for more details, and found this, which does not cover the latest law change but gives a very interesting background - Spain has an amazingly high rate of immigration - far higher than ours - and - interestingly, grants citizenship to citizens of the former Spanish Empire (including the Philippines) after TWO years of residence. Children of immigrants get Spanish citizenship automantically.

That was a very sensible report.
Doesn't give the slightest glimmer of hope to me though
