It's like boiling frogs - put a frog in boiling water and it jumps out - put it in cold water and heat the water to boiling and the frog stays put and is boiled to death* - we are like those frogs.
The water has been gradually warmed up, so we are not amazed that ignorant savages are allowed "asylum" here, and we are not even particularly surprised when they behave like hooligans.
But we ought to be.
