As usual they wait until businesses have been strangled and the country has been overtaken by others who don't impose this nonsense in such a blanket and rigid fashion.

    Idiots.

It certainly suggests that might be the case. And what about the small food retailers?

The way I understand it, it will only be relaxed for areas of low-risk.

Businesses will only face health and safety inspections if they are operating in areas deemed to be higher-risk, such as construction and food production, or if they have had an accident or a track record of poor performance.

"We need to realise, collectively, that we cannot eliminate risk and that some accidents are inevitable. We need to take responsibility for our actions and rely on common sense rather than procedure."

These words from Dave Cameron are a bit alarming.

As usual the rest of society (and business) has to suffer because of the stupidity or criminality of a few.
