Yes, could be easier to get to from those areas but it says that "If you wish to submit your application at the Cebu visa application centre you will be required to pay an additional fee for the service."

Unfortunately they they seem to be charging an extra fee for it but hopefully it will be far cheaper than the return air fare etc.
