We are planning to apply again for a family visit visa for my sister for second time! Would it be a good idea to put in the cover letter that we are inviting her to have a christmas holiday and to attend the dedication of her nephew in the church. looking forward to your suggestion..thanks

Family visit visa usually have a better chance than tourist visa.
Yes put those down as reasons for the visit at this time.

Your sister will still need to comply with other requirements, but it all helps to build up a convincing picture for the ECO
