As I would have thought, Terpe is correct, as usual.
The 2-year qualifying period started on the date when you arrived in the UK, but you cannot send your application more than 28 days before the end of your 2-year qualifying period.
So in your case your 2-years in the UK will be in November 28 2012, therefore 28 days before that will be October 31.
