Regarding the English Test, it is worth checking with your English Test Provider because there are some English Test Certificates that has no expiry (for example ESOL Skills for Life -Entry 1) To check the validity of your English Test, you can check in the this link

As I understand it, Life in the UK Test is taken prior to ILR application. Find more information about how where and when to do the test in this link

Biometric Residence Permit is issued upon approval of FLR. When you apply for Further Leave to Remain, you will be asked to enroll your biometrics as part of the process. Find more info in this link
