if my lady can get a general visit visa--for say the max of 6 months--and then returns home--is there a minimum time that has to elapse before she can apply again--in the phils--for a fiancee visa?

No there is not a visit visa has no bearing on the application of a fiancé visa as both are judged on their own merit
