Your partner will get a UK visa valid for 33 months.
At around 30 months application can be made to stay for a further 30 months.
After completion of 5 years (2 periods of 30 months) in the UK then application for settlement can be made. This is known as Indefinite Leave to Remain (ILR).
The holder of a UK Partner Visa is allowed to work and to have access to the NHS, but is not allowed to receive any public funds until ILR is granted.

So you can see that if you arrive into the UK with less than 30 months validity you will be forced to pay for an extra FLR visa to cover the shortfall.

    Just comes down to money.
