It works in a similar way in the oil industry in the UK.
I agree that we (the UK) should be training up our own people but that can take a long time, perhaps even decades.
Having said that, I am not denying that this route cant be abused as my previous employer seemed to have a tendency to do that in the interest of keeping their costs down.
