Not worth going for a tourist visa as it would have greater chances of being refused, ECO would just tell her she applied for the wrong visa. if you want your spouse to get to uk right away, tourist visa is the best then she could apply later for settlement visa when she comes back to philippines. if you could wait, settlement visa processing would take 3-6 moths
