I note it is possible to order a cenomar (singleness) document on line. Does anyone know if this comes with a red ribbon, or would I have to send it straight back to Phil to get one attached?

The CENOMAR doesn't come with a red ribbon, that needs to be done seperately at the DFA. You can order it online and have it delivered to a Philippine address for someone to process.
The red ribbon isn't a requirement for marriage/embassy etc. But is a requirement for some countries when processing visas etc.
