I think that is why a fiance visa is given 6months to decide/to get marry here in the uk or even not to get marry here in the uk...meaning you got options.
1.) once fiance visa approved fly to uk register in the registry office then get married , your fiance can still fly to Philippines on a fiance visa even if you've just got married... then ''renew your vows'' in PH and go back together using her fiance visa and once arrived in the UK apply for FLR(further leave to remain).
btw, if she's running out of time for the FLR, she can apply using the premium service.
2.) in some circumstances some couples find it hard to decide if they want to ''really'' marry here in the uk or just completely changed their mind but you cant change your fiance visa to spouse visa...if both of you really want to marry in PH then she has to fly back again then marry and apply for a spouse visa.
better option i can see is option number one.
