I'd on a personal level suggest this - getting married is a big thing for a woman, moreso than for the man dare I say it. Don't you want to get married with your family there?
Only you know the answer to that one, but if it's a big dream for you, then he should bend to that really IMO, and you can definitely do it in three weeks if you plan. You can frankly do it in two, but maybe that's pushing it, and also, he might not realise just how much, but it really REALLY hurts going home on your own to wait for that visa to be ready to be applied for.
A part of me is sad and makes me wanna cry for we could've been married by then if we only knew about this stuff earlier. We're waiting now for the answer from the consulate in cebu, and if it's ok then proceed about getting married here in phils. and of course I would love to have my folks on my special day it will make our wedding day extra special.
