Am I right to believe that after my wife has been in the UK for the first 30 months of her visa she has to pass the B1 level English test before FLR then also again for ILR as these certificates only have a 2 year validity?

Not all English test have 2 years validity. Some have no expiration. Although I'm not sure if there are tests available in the Philippines that doesn't have expiration. Please check the list of approved English test and see the test validity http://www.ukba.homeoffice.gov.uk/si...lish-tests.pdf

I would say that after a couple of years living in UK her English level would be way above B1
