How about booking an appointment at one of the PEOs? This is the fastest way I think.

... on reflection, it may not be feasible in the event of any rigid adherence to the UKBA's ruling against applying sooner than 28 days prior to the 2nd anniversary date of the foreign partner's arrival here.

But I'd say it's definitely worth the couple making a call to explain the extenuating circumstances. And ... ... who knows ??
