personally i think as the tag is not re usable, it still worked she didnt disable it, so i think its petty to have fined her, do they tell the users not to decorate them

Well I would have thought it something you should be ashamed of not proud of. One would assume it will not be returned in the same condition it was given out so she should be charged for a replacement and perhaps 28 days inside to concentrate the silly cows mind .
