One of the many good things about joining a forum community is that there are always plenty of hints, tips and potentially useful resources.

Learning languages is usually not a primary reason.

Anyway since you asked, the purpose of this post is to highlight a couple of free online language learning resources.

If you let Google be your friend I'm sure you can find many more.
If you do why not report back here and post the links ? I'm sure many folks would be happy for that.

Just to start you on the road here is a great site for assistance. Just take a look at the starting languages and the finishing languages.
You'd need to look for Cebuano

Online dictionaries are always a great tool take a look here for a multitude of dialects:-
