A Koi transforming into a dragon symbolizes courage in overcoming adversity or personal struggle in determination to achieve one's dreams.
It's very popular in Japan to have a small discreet tattoo of a golden Koi after some special moment in life.

The large or conspicious tattoo's are still associated with Yakuza. (Apart from the extreme high price needed to have it done by hand)
