I know it may just be semantics, but as far as I understand it he had already written and registered his resignation last November nunc pro tunc (now for later) as he was eligible for retirement when he reached 75.
This Cardinal O'Brien has been sacked by the Pope.
The Pope informed him to immediately stand down and not come to Rome once newspaper reports began circulating.
There are signs that even more scandals will need attention by the new Pope.
