Sounds like the service charge in previous years must've been way too low or mismanaged as I'd have thought they should have been making provision for replacement of communal fixtures. Did you agree to the contract 3 years ago ? or if you moved in afterwards you must have been aware that there was this monthly charge. Who owns/runs the managing company ?
