I think the key words there are taking steps.

I think they do actually move them out fairly quickly nowadays Andy although it can never be fast enough for my liking. They're in detention, the old way was to release them on so called "immigration bail" where they just vanished back into the black economy.

I'd be in favour of ID cards and picking up the filth on the streets rather than relying on raids on rogue employers and sham weddings
