The smugglers of the cigarettes were trying to evade £600,000 of duty.

I do remember that when I worked as a Rep for Carreras Rothmans, 30p worth of tobacco leaf went up to £5 once it left the bonded (customs) warehouse next to the factory.

Any sweepings-up were permitted to go back the other way and duty refunded.

Hence, lots of people with brooms and a very clean floor.
