About 5 years ago Labour split it up as it had failed.... now it has failed again they are moving it back to where it was before ... so it can fail again!!

When will they realise it has nothing to do which agency it comes under, it is all down to getting someone who can manage the place efficiently. The previous muppet who failed got promoted!!!
