The kid isn't working and paying taxes though.
If that rule was not in place, Filipina's would bring all the family over, 10 kids per mother, and the Indonesians....Indians....could you imagine the bill for the tax payer?
If it is YOUR child you can claim, otherwise you have decided to take on the childs responsibilty not the government, or anyone else.
