Just my personal opinion Mark, but I would send by Registered Post.
It can also be tracked.
I also strongly suggest to copy everything she sends. For her passport copy the bio page and also every stamped page.
Having said that, I wouldn't want to alarm you as DVLC are efficient and well organised. Royal Mail has also improved very significantly.
I submitted my application along with my BRP through a recorded delivery and it worked well. DVLA returned my BRP after 8 days and a separate mail on the same day for my license was delivered
