I just sent my application for a provisional driving license on Monday. I had to get the form from the post office and ask a friend who I've known for at least 2 years to sign my photo and sign the form too, to verify that the photo is really me. I sent my BRP card and marriage cert (my BRP is in my maiden name and I wanted to use my married name in the license), and I included a prepaid special delivery envelope for my documents to be returned.

Make sure you use a special delivery envelope, because recorded delivery doesn't guarantee delivery!

as long as you will send your passport you doesn't need a signed picture unless they change the rule.

I was under the impression from reading the notes that you can attend at certain post office locations where you can have the photo verified.
I need to apply for Rina's when she comes back from Manila next week, and will check. Because some people have not been in the UK for 2 years there was a way of bypassing this issue.

On the other hand for me personally she will have been here 2 years in August and we could get a family friend (GP) to sign this. My local office for applying in person is in Northampton and would pop over and get this done..

    I'll document the process!

Tone, Rina doesn't have to be in the UK for 2 years to apply for a provisional driving license. As long as she is a resident of UK for at least 185 days and have her leave to remain in the UK, she's fine to apply. In the booklet (INF1D) provided along with the form from post office, it states there who can sign the photo she'll submit. The person should not be living on the same address, not a relative, and should be someone she knows for at least 2 years that lives in the UK. If you can't find any of that, it states in the booklet who else can sign the photo.

I came here in the uk 2010 thn applied provisional driving license around mid 2011. I got the form from the post office. Filled the form out together with my photo not signed as i supplied my valid passport and a cheque payment for the fee. I then returned it to the post office and pay for the stamp. After two weeks they returned my passport and my license separately. I now hold a full driving license since last year and hitting roads as pleased lol
