    The problem is you will sometimes meet Filipino's that have been separated for a very long time. Most westerner's will presume they are divorced. Usually they are not.

    Ist of all arthur,there needs to be a complaint made to the Police by the husband.
    Secondly the complaint MUST be against both offending parties...
    After that they can be held until the court case.. Bit Draconian perhaps but thats the law here.
