'EU has no plans to blacklist Pinoy seafarers'

The European Union (EU) has no plans to blacklist Filipino seafarers. This was the assurance given to Vice President Jejomar Binay by the European Chamber of Commerce of the Philippines (ECCP).

    ...

The Philippines failed to meet EU standards on maritime education, training and competency certificates, according to the results of the European Maritime Safety Agency (EMSA) audit conducted in April.

If there was a 'blacklist' on Filipino seafarers so many cruise ships would be unable to operate. IMO

You're right - one of the Pinays on Oceana told my Mrs that the crew on the Queen Elizabeth is almost 100% Filipino.

I'd guess the EU would run into problems as most of these ships are registered outside the EU - our ship had Hamilton on the stern and I doubt if it's the one in Scotland
