The government make a lot of decisions and do not know the outcome. Look at the magic HS2 for example they dont know how much it will cost the tax payer in the end. To me it will be another concorde where at least 80% of the population will not be able to afford to travel on it. As for the buisiness it will bring in its just speculation.
