The Phils government could do something about it, but they won't.
I doubt very much that the agencies tell the OFWs that their passports will be confiscated (and in the case of my lady...her cellphone too) until the agency fees have been paid off through wages deductions.
Modern day slavery...nothing less.
The Filipinos put up with it because they need the money, but that doesn't mean it's right.
