It sure is amazing Peter. Considering it's coastline is nearly twice that of the United States and the number of islands it has, there's bound to be places we've never heard of. I think only Indonesia, Canada and Finland have more islands than the Phils.
As for the Polillo Islands - I've heard of them but I don't think they're that popular. Certainly not as much as somewhere equally as remote such as Batanes.
My wife has been there for a wedding a few years ago. From our town it is roughly a 1hr drive to Infanta Quezon where you can catch the boat to Polillo. She didn't seem to enjoy herself at the time but i put it down to the rough banca trip she had on the outward tripGuess she didn't go to the right place!
If you have been to Quezon and the provinces in Bicol you will notice they are all undeveloped with few roads and infrastructure. For some reason the national government does not see these areas as a priority in tourist development
