All very well if the people had the money in the first place to be able to build a properly designed building instead of having to build one piecemeal from bits of tin, plywood and coco-lumber...and that's assuming they actually OWN the land it's on.
All the above specifications are sensible and logical, simple physics based.
I would have said that an even more wind-resistant design would involve a rounded roof and walls, as found on 'Yurts'.
These could also be built on stilts, and of materials to suit budget and location.
