When I went to Cebu in July, I found a great app you can use to watch BBC Iplayer in the Philippines. It uses a virtual private network which creates a UK IP address. This also means you can access UK only websites.

Its called VPN Hideninja pro. it costs £3.99 on the play store but it works. You need to buy the pro version to access the UK settings.
