Yes, IELTS is listed on the UKBA approved list.
The minimum passing grade is a score of 4.0 for Listening and a score of 4.0 for Speaking.
The scores for Reading and Writing modules are not counted.
Did you receive a minum score of 4 in each of the Listening and Speaking modules?
A total average score is not eligible.

My wife was speaking to a friend who will be submitting her ILR this year. Seemingly her husband is saying that he has been advised by UKBA via email that as his wife has not returned to Philippines since her arrival she will not have to take the IELTS again and will just simply submit the old scores originally used.
Does this make sense ?
Yep, just as my good friend Arthur has confirmed, that's correct.
ILR (and Citizenship) now requires a B1 passing grade for. The IELTS minimum grade is just that B1.
That'll save some time and some cash too
Here's what UKBA say:-
.....The fact that an applicant’s qualifying English language certificate had expired would not prevent them from using their pass notification as evidence that they had reached level B1 (CEFR) English for a settlement or British citizenship application. They would not be expected to take another English
Language test, but will need to pass the Life in the UK test.
