oh they can fine you if you put the bins out too early, leave them out too late, put the wrong rubbish in the wrong bin.. are they going to have trash wardens inspecting your rubbish, nice suprise for them, when they have a look in ours, little joes dirty nappies
Sounds a bit like the North Norfolk scheme. We had a small property up there, which was one of seven in a private courtyard, all used as holiday homes. The local council decided to deploy wheelie bins (thankfully only two per property), which had to be left out on the roadside on collection day. The problem was that we, and most of the owners, visited mainly at weekends .. about once a month.

I 'suggested' to the council that it would be more appropriate for the seven properties to share a pair of the slightly larger bins. No! We had to have two 240litre bins for each property ... all crammed into the brick compound designed to house seven standard dustbins .. and they would not be collected from the compound, because that was off a private courtyard.
