I made a phone call today about adopting my stepdaughter. They said there may be a issue because of her immigration status.

Also Andy at the time of the adoption 1991 there was no British citizenship procedure my wife automatically became British after I think three years of being married to me, we married here in UK Jan 1990 and after three years she applied for her British passport. I will point out that at the time of adoption even though my ex was the legal mother of my stepdaughter we both had to adopt her!

Like I said Michael, that was a long time ago. The times - and rules - I reckon have changed. I think we must presume that many have adopted for unscrupulous reasons and the government has tightened up on that and, as usual, the genuine ones will pay the price for it.
