Can someone explain to me about £16,000 in your savings account if you not meet the financial requirements. Thanks

Yes, for cases of zero income it's £62,500 minimum to be precise.
    £18600 x2.5 (30 month initial visa period)
Plus £16000 base amount of savings (which is the level of savings at which a person generally ceases to be eligible for income-related benefits)

Any savings over £16,000 may be used to make up any shortfall where there is allowable income.

Here's a helpful chart with various examples:-

The problem is you you have to have lived with the person for 2 years or more to get the settlement visa

My partner is employed but moved to another company in December and since then he not receives the same amount of his monthly income as what stated in his employment letter but close to that and he still meet the financial requirement. Just worried coz its not the same amount stated in sponsor's letter and contract of employment.
He has savings that will total more than £16,000 for 5 accts but we didnt state it in our letter. Does eco will check all of the accts of his savings or we shld state it?

The chart I posted above should help you.
It explains the calculation method for various amounts of savings (together with the amount of income needed from other sources) from savings of £16500 right up to savings of£62500
