Well we applied to TLS contact and just did everything like you said but unfortunately im not the only EU spouse been denied to apply for not having flight and hotel bookings....the embassy changes the rules that's what the guy who look at my documents told me....I just applied recently though so what he says might be true and when you check their website even under EU spouse category one would notice in the list of requirements hotel and flight bookings are included.....when I told him it's not a problem to book hotel and flights he said I have to reschedule my appointment and apply again
......doesn't matter now we book flights for spain
