UKVI inquiry services.. Confused with their reply

I have mailed Ukvi my inquiry about my visa application, but I'm confused with the reply, does it mean it will take longer? What are your views in regards of their reply.

It states that 'The visa application has not yet been assessed by an Entry Clearance Officer (ECO)'. Please note that the time processing for non-settlement visa is taking from 3 weeks up to 12 weeks, 90% and 100% respectively. We hope that this has answered your query. as it states, its not been looked at yet, what type of visa did you apply for and when ?

well 4wks is not long, especially as before Easter its a busier period for the Embassy, I'm sure you will not have to wait much longer and good luck

the ECO is the person who makes the decision, no one else unless their manager reviews your application.
