I think it's the sheer number of containers and lack of staff. Instead of pandering to the shipping companies who want a huge container vessel in and out within half a day HMRC should slow things down and make more checks. I've seen a couple of programmes where container shipping of stolen motors, tractors etc to sink states like Turkey, Lebanon, Nigeria is standard OP
