In my opinion this is GROSSLY exaggerated and sensationalist, incidentally.
Like when the police raid the bars because the bar owners wont pay the demanded bribes and the local press report it as "rescuing woman" and "people trafficking"
The "rescued woman" are normally taken to Camp Crame after having their mobile phones stolen from them by the police and any pera they might have on them
A few days later a bribe is paid and everyone gets let out of camp crame and all return to Angeles city
Of course if people go there to abuse children then they should be arrested and jailed
Having known people who have dealt with the local police in Angeles City I would want to see some hard evidence and that does not mean some finger pointing by a few locals just after some cash
Many people have been scammed here before with false accusations so when I read such reports I reserve my judgment
