How can the Americans locate this guy in a vehicle, yet cant get decent pictures of Russian tanks in the Ukraine ?

They can get decent pictures, they can read a registration plate. They do not release those pics to the public though.
A new satellite has recently been launched, that allows commercial companies, like Google, to get pictures with a 25cm.sq. pixel.
