Well, the US spends $Billions on space via NASA, and yet tens of thousands of people in the US die every year as they can't afford to pay for medical treatment. Maybe they should stop as well? The space industry not only helps technological development, it also employs thousands of people, that in turn helps local economies.
When you have a billion people to look after, and know that living on this planet is finite, it is a government's responsibility to plan ahead, and that means answering questions such as "what happened to the water on Mars". It is governments spending no money, and burying their head in the sand that has resulted in climate change and global warming.
