As I understand the situation, a person has received hospital treatment, is unable to pay the bill and is not allowed to leave until it is paid. How can a person pay if they have no money, so what is gained keeping them there? Is there any government help? Any information would be useful, I am in the Surigao, Mindaneo area.
If you are kept there your bill becomes bigger!
