So ... ... who do dual nationals turn to in the event of difficulty abroad?

As Terpe said, it's always been the case that Britain will not help dual citizens when they get into trouble in their country of "dualship". It's up to them to go through the legal system, procedures, etc that apply there. Correct IMHO you can't have it all ways
